The literature demonstrated that Value Engineering has been used in the Saudi Public Sector during or after the design stage. Furthermore, the procurement system utilized in the Saudi Public Sector is the design-bid-build method. This plan is evaluated because of its atomization and disconnection of task branches. However, an intensive article retrospect was handled to sympathize the main Value Engineering arbitration dots which suitable for this appropriation technique and to present main feature for their advantages. Aside from the application of Value Engineering at the plan setting in the Saudi Public Sector, it can be operated at the early stage to facilitate the good program judgment to accelerate with the project if it act for the greatest solving to the mystery at hand, and to design the critical compact by accommodating responders‟ attitudes respecting the designs of the business. Moreover, Value Engineering can be carried out at the brief stage to structure the requirements of the stakeholders and the project brief. Further, it can be employed to realign the client and contractor value systems during the construction stage, and to explain build ability subjects. Value Engineering is a powerful practice technique if it is coordinated with project management and joined with the phases of the work.
